Applying an epoxy or polyaspartic coating to an existing garage slab is cosmetic finish work and is exempt under the Ontario Building Code and Toronto Municipal Code, as long as there is no structural change, plumbing/electrical work, or change of use (like converting the garage to living space). Road salt (sodium chloride) and magnesium-chloride de-icers tracked into Toronto garages from November through April are highly corrosive to bare concrete.
